Legal Advisor Job Description
Regulation Development And Provision Of Legal Support Services
- Protest proposals to amend technical and regulations.
- Technical standards and draft regulations.
- Facilitate and supervise the process of approval for the regulations and ensure that deadlines are met.
- Check the final versions of regulations, and amend to verify legality.
- Find out the impact of any amendment proposed and what impact the Regulations or proposed amendment will have on existing legislation, and make sure it conforms to the constitutional guidelines.
- Draft Memorandums of Approval of standards for technical and regulatory purposes.
- Create any regulations, notices or publications that are required by LAC.
- Do Civil Aviation Regulations Committee secretarial tasks
- Assist technical divisions in the development of legal sound and clear regulations and technical standards.
- Control the development and approval for the regulations as well as technical standards using an open dialogue procedure with aviation companies.
- Manage the Secretarial Support Services of the Civil Aviation Regulations Committee (CARCom) and its associated Subcommittees.
Drafting Of Legal Opinions
- Research and create precise and legally accurate legal opinions.
- Draft and review legal and non-legal documents
- Prepare quarterly and monthly reports that contribute to Executive Management reports.
- Perform other tasks for Legal and Aviation Compliance Department as assigned by the department.
- Provide general legal services

- Take care of Department of Transport and Director of Civil Aviation appeal matters and represent the SACAA in the Civil Aviation Appeals Committee.
- Study the legal aspects of the litigation and make sure that SACAA is secure against any legal risk that could occur.
- Facilitate the appointment of law firms that follow proper procurement procedures.
- Assist, coordinate, monitor and guide attorneys on the litigation aspects.
- Facilitate meetings between SACAA employees and lawyers.
- Make sure that the proper method is used to conclude legal issues to serve the best interests of SACAA.
- Maintain a consistent and regular update on the developments in litigation and ensure proper handling in the approval process of invoices from attorneys.
Drafting Of Contracts
- Draft and vet contracts, as well as interpret, vet and provide advice on contracts in order to ensure compliance and safeguard the interests of SACAA.
- Create, revise, or review commercial contracts as well as Service level agreement.
- Offer legal assistance for negotiations of contracts for commercial use as well as service level agreements.
- Giving legal advice/opinions regarding potential risks posed by commercial contracts, and recommending a the best course of action implemented.
- Legal assistance at meetings, when asked to be provided in writing by SACAA Divisions. Draft/scrutinise, finalise and sign international agreements and memoranda understanding (MOU)
General
- Perform any other task to assist the Legal and Aviation Compliance Division whenever needed.
- Take part as a participant in Enforcement and Exemption tasks whenever and as needed to.

Minimum Qualification:
- B Proc LLB and the admission of an attorney or Advocate, with pupillage
- Legislative drafting certificate
Ideal Qualification:
- LLM degree
Experience:
- 3 years of experience as an Advocate or Attorney with a basic introduction to Legal Practitioner
- 3 years experience in Legislative Drafting
